The 45th Command of Air Force and Air Defence is the youngest and most specific command: it defends the Arctic airspace and the bastions of the Northern Fleet on the Kola Peninsula. The focus is on air defence — SAM regiments (S-400, S-300) and radio-technical regiments — supplemented by MiG-31 interceptors and Su-24 units.

The Kola bastion protects the bases of the nuclear submarines of the Northern Fleet. The layered air defence (radar → S-400 → S-300 → Pantsir) and the MiG-31 interception together form a dense Arctic A2/AD dome. This command illustrates the interweaving of VKS and navy under a Joint Strategic Command (OSK).
The Northern Fleet underwent a command restructuring that shifts the emphasis to High North naval operations — streamlining command for the Arctic theatre and underlining the growing strategic weight of the polar region (open-source; NDA, 2026). For the 45th AFADA this means an even tighter coupling between the air-defence dome and the maritime mission.
