The 11th Command of Air Force and Air Defence covers the Far East, with air-defence divisions around Vladivostok and Komsomolsk. It is a densely manned command with modern Su-35S fighters, a broad strike and reconnaissance fleet and strong helicopter components, aimed at the maritime flank and the border with China.

Sakhalin and the southern Kurils
The southern rim of the Russian "bastion" in the Sea of Okhotsk, where the Pacific Fleet's submarines patrol. On the disputed islands of Iturup and Kunashir stands the 18th Machine-Gun Artillery Division (headquarters Iturup), with the Bastion and Bal coastal missile systems since 2016.
| Site | Unit | Systems |
|---|---|---|
| Bolshaya Yelan (Sakhalin) | S-400 battalion | S-400 (since February 2021) |
| Kasatka Bay (Iturup) | 18th Machine-Gun Artillery Division | S-300V4 (December 2020; see below), Tor-M2 |
| Yuzhno-Kurilsk (Kunashir) | 18th Machine-Gun Artillery Division | S-300V4 (late 2020; see below), Tor-M2 |

The presence on Iturup (Kurils) is politically charged: the disputed island territory with Japan. Air force and air-defence units there underline the Russian territorial claim.
On Maxar imagery from September 2022 the S-300V4s were still in Kasatka Bay and near Yuzhno-Kurilsk; by 2023 they were gone. Japanese analysts (Kyodo, Yu Koizumi) think they went to Ukraine. Whether they have returned is not known — a classic intelligence problem: what stood there, and what stands there now?
